timing problem
i am having a strange timing problem on my jdm gsr engine the engine is stock with bolt on parts such as intake exhaust and honda n-1 lightweight pulley when its idling its about 0 degree (i set the timing light to 0 and the red mark on pulley is above
the timing slot) but if i rev up the engine at about 2500rpm the timing is 16 degree which is right timing but if i dont rev the engine it go back to 0 degree also if i rev to 3000 rpm the timing mark jumps 0 or 16 degree or it dont flash frequent (i am guessing its missing or not firing) i decide to ask you guys before i change any parts

It may not be a timing problem. Have you checked your spark plug wires, distributor cap & rotor, and spark plugs? It sounds like those need to be replaced.
Also, 222 miles is not great but if you are driving with VTEC on all day, that is pretty normal mileage. The cap, rotor, wires, and spark plugs could be doing that too.
