Default Turbo Fan Works?

My Friend has this "turbo fan" that attaches to your
intake pipe and blows air into the engine he claims it
gives you a preety decent power gain, would this really
work or is it just a cheap fan?

the suction from a N/A engine will probably spin the fan faster than the little motor powering it
