Vtec Not Functioning Properly

Hey guys is it possible for vtec to engage on occation? The reason I ask is my buddys car doesnt always activate vtec correctly. Sometime is works and pulls very hard like it should other times it seems sluggish like something wrong. obviously there is!

is his car warmed up, VTEC needs the engine to be at opperating temp to engage, also check the oil level.
