Default nonflameable penetrating oil?

Where and what kind of NONFLAMEABLE penetrating oils are available?

Everything at Pepboys and Kragen are flammeable! I need something to penetrate the bolts on the header and exhaust.

Just use WD-40 or PB Blaster. I've used it on exhaust manifolds before, it's not going to spontaneously ignite.

The trick is, to let stuff cool down before spraying it.

I thought it was still flammeable even after it dries. No?

heheh when I pulled my engine out of my car I had used so much wd-40 on the manifold bolts and there was so much oil on the transmission let alone the soot that was on the engine and rad ... my car smoked for like 20 mins after I had started it burning stuff off. One of my big projects is cleaning up my head valve cover. But nothing caught fire.
