Just because it is a track doesn't mean instant traction.........there are many variables such as time of day, how many people have run already etc. Track surfaces become more greasy through the day......expecially if guys throw oil which is common during an open track event. Sometimes the more abrasive surfaces of a street are good for hooking up. Much like a new race track compared to an aging surface. The first year after a repaving (be it drag or circle track racing) can be hard to get traction, but once the surface becomes more abrasive traction gets better. Perhaps JKAN ran in ideal conditions, but Integrity your account of traction on the strip is more common....especially with higher horsepower RWD cars running mid-afternoon.
