It wasn't tint, it was a transparent tinting spray that we put on the reflector. You can read about it in the first post.

To tint the orange reflector for the turn signal light. it was to bright and didnt fit in, so we tinted it so that it would looked smoked also.

It's a 99-00 I believe... unless he has done the 99-00 headlight conversion for his 96-98 which I doubt.

it doesnt have a 99-00 bumper

It is a 99 Civic EX, stock bumper, with slight modiifications for foglights and intercooler, that is all.
