Default civic Headlight highs only work on one side

When i turn on my headlights, they work fine. When i use the highs, only one side comes on. Why is this? I have checked the fuses for the highs and they seem to come out fine.........

Each side only uses one bulb and I have checked those. i had originally tried putting the stock bulbs back in and they work fine except for that one bright. So, now i'm starting to think it's the wiring or something else.
Anyone ever heard of the blinker switch having a short? I use it to activate my highs by pulling back on it. I talked to a guy who said it could be in that switch that there may be a prob....

Buy new bulbs, put those in, if there still is a problem check the ground wire...check the wires...

yep... i guess that could be the problem. Im having the same problem w/ my cord's angel aye projectors. The high beam projector is dead on one side and my regular driving beam's output is pretty bad. I figure getting new bulbs... thinkin of PIAA's... what ya think? are they the best?

As it turns out, the filament on the high on just the driver side was burned out. Even though i had already checked them, the bulb stilled proved to have bad filament on the high. I guess i checked the bulbs too soon after i cleaned my engine bay.
