Sounds like your timing might be off or maybe fuel injectors could be slightly clogged. Try using a injector cleaner additive. If thats not it the problem, it could be an o2 sensor or bad spark plugs/plug wires.

I never had any actual driving or missing problems(other than a few times it bogged in hot weather b/c of a failing coil), on my '92, but for a long time I had a random fluctuating tachometer. Problem would come and go, but since I fixed my ignition timing (was just about at max. retard), the tach. hasn't acted up once.
I'd also recommend using an injector cleaner every once in a while, lots of people neglect to do that. Not as much of an issue today as a few years ago, as far as gas quality, but still a good idea(and quality will still vary). Any older car will have lots of crap built up in the tank anyway.

alright thanks guys one more question, how bad is ethanol for our cars? i know that it not only kills mpg, but i know that it is really hard on lawn mowers and small aircraft. a lot of times they wont even run, could it also be the reason for my car to act up? and how much of a chore is it to pull the injectors? if it is moderately easy then i will pull them and clean them if not i will try the lucas fuel injector cleaner first.

I'd just run an injector cleaner, Lucas is good stuff as it also lubes the upper cylinders. Seafoam does that also, but seems to be a bit better at actually cleaning, though might not be as affordable.
I wouldn't worry about ethanol(up to 10%) - from my experience, the only negative about it that isn't blown out of proportion or entirely made up, is that it will decrease mpg by a little.

Default could also possibly be your fuel pump, clogged fuel filter, or distributor

Can't say i recognize your symptoms, but i've known distributors to cause rpm losses, also your spark plugs may be oil fouled and need to be changed.
