I'd stick with OBD0.
Resistor box huh, well what if you're upgrading the injectors for turbo applications?

So I'm looking at a '95 B18B1, PR4 ECU, Dizzy from '91 LS, '93 cable tranny(keeping things simple), and a conversion harness for OBD1 to OBD0. I'll have to find out more on injectors.

I'd like to do this soon, but no time for projects currently

Depends if you upgrade to high or low impedance injectors.
