Default question about D15B engine

I recently purchased a JDM D15B engine and swapped engines in my 1991 honda civic hatchback. The valve cover says 16valve sohc but I noticed on the cylinder head of the D15B engine, there is this a plate that had been bolted on in place of what looks like the spot where the V-TEC solenoid would originally had been bolted on. The plate is on the left hand side of the intake manifold just right above the manifold and next to the distributor. The plate is sort of shaped like this <>. What do you guys think? Is my engine V-TEC ready? And I'm just wondering if anyone else has seen this on other JDM D15B engines that they have purchased?

I think it is where a mechanical fuel pump goes if the motor is carbed.

Yea, if theres no solenoid, and the valve cover looks just like the old one (says 16 Valve Honda engine or whatever), then its not the D15B VTEC, and that hole is not for a VTEC solenoid... My D16A6 has it aswell...
