Since OBD is emissions related, many components in a car tie into making it work. The most obvious of these components is the ECU and the wiring through which it sends and receives signals.
OBD1 is easier to tune. If you do buy an OBD2 motor, you do not necessarily need to buy an OBD1 head and wiring harness to make it run correctly. There are a number of ECU combinations you can run(depending on chipping, etc), however if you do have a 94-95 GSR ECU, it will make the process easier.
When all's said and done, an OBD1 motor is the easiest for a swap, but it is definitely possible to swap in an OBD2 motor.
