86 Civic HB and 88 Integra Head?
Hi, I have a 1986 Honda Civic Hatchback with a 1.5 carbureted engine. The VIN is JHMAH5321GS017250 1.5L Engine ID#GHN1.5V3FC2 if that helps.
I found a 1988 Integra LS for 300 with a "bad motor". Can I swap the head?
I also am wondering if I can do the brake swap??

No... Your car is a SOHC engine (dont know the exact code but I believe its an EW), the D16A3 engine (from an 88 Teg) is a DOHC, so a head swap it out of the question... And I dont know for sure about the brakes...
The brake swap is pretty straight-forward. The head swap is way more effort then it's worth, much more difficult then a simple head replacement. On top of that you'll need a totally new intake manifold and carb setup to feed it.
Cool, can I put an SI head on it??
I'm cheap as hell, but the car is pretty wimpy (it is also new to me). I've thought about trying "under pulley" (did I get that right??) if I can get them CHEAP!! And I knew that I could get something decent out of it powerwise.
I don't want to put more than 1000 tops, and more like 500 into the car (besides a car stereo of course). I've been trying to learn the ins and outs of the Honda cars, and realized after I bought this one, it is not a good candidate to pump up much.

For a stock carburated model, you're not going to notice any major difference. The car is super-light already and the stock brakes are fine.
Unfortunately, you're not going much faster for that little money. Your best bet will be to find a carburated browntop ZC to swap in, or a US D16A1 and the carb and manifold set from a carb'd browntop.
Swapping in the D15A3 Si 12v with all the fuel injection system will only net you 91 flywheel horsepower.
