This wiring site gives a graphical representation of the impedance (ohm) load that will be put on your amp with two 4-ohm SVC subs like the Infinity 1030W's you're interested in:

You want to wire in parallel to put a 2-ohm load on the amp as long as it's stable at 2 ohms (which that RF amp is). That amp puts out 250 watts @ 2 ohms and that's going to be split between the two subs when you wire it in parallel. If you decide to look at more powerful amps look at the specs and make sure that each amp you look at is stable at 2 ohms if you plan to stick with those subs. Hope that helps.
