Default rrr help with broken seatbelt?!

I have to pass my car for smog and saftey inspection this month and I thought I had everything fixed, then I noticed my back seatbelt is broken . I wasn't sure what forum to post in but i figured to try this one first since we're always taking seats out for wiring and stuff.

The belt is just all loose and it's still attached on top and bottom but all the belt is pulled out so its like 5 feet long. It just doesnt retract like it should... anybody know how seatbelts work or how i might be able to fix it to pass inspection??? I'm not sure why its like that, I took my back seats out but all 3 seatbelts worked when i put them back in. any suggestions?? thanks
