p28 is the 92-95 ex/si civic ecu. its nice cuz it has the ability to activate vtec, and readily accepts chips (with slight modifications). i got a "socketed" one that allows me to open the ecu and change teh chip (altering fuel maps, rev limit, and vtec x-over). i know that obd1 ludes can run them. dunno bout accords tho.
You can run a SOHC Vtec Accord (F22B1) with a P28 but you require a custom programmed chip. Off the shelf programs can run the engine but you'll trip a CEL and run like shit.
That chip off eBay isn't an authentic Mugan program. It's a rip off off of an Authentic Mugan program that was modified for the P0A.
Besides you can't run an authentic Mugan, Spoon, Skunk2, Jun, etc. program anyway because they are designed for fully built engines or at least engines with mild internals. You'll end up doing more bad then good.
Personally I have an F22B1 engine I will be installing in my 4th gen soon and I plan to run that bootleg Mugan program on my P0A. I'll post some real results when I do it but I'm not expecting to see 10+hp. Just hopefully a mild increase that I can then tune to better suit my setup.
