Generally, your windows will fog any time you have high humidity in the car. It can also happen when there is an extreme variance between the outside air and the air inside. The reason most newer cars turn the A/C on with the defrost cycle is that the conditioned air is displaces the humid air in the car.
Like others have said, check the seals in your car. That will help by keeping cold air out when it's warm in the car (or vice versa). However, when it's raining, the best thing to do is run the defroster in tandem with the A/C.
It's been my experience that recirculated air works better than fresh air. But I have no scientific basis for that theory.
