EGR question. can someone with a volt meter help me out?

Default EGR question. can someone with a volt meter help me out?

my RPMs are goin up and down when my car is cold. so in my haynes manual it says to check the EGR valve. it tells you to check if you have continuity between the 1 and 2 wires. but in the picture is says to check the 1 and 3 wires. so i just checked them both. the 1 and 2 wires have 1600volts. the 1 and 3 wires have 4 volts. does anyone know if this is how it should be or does it need replaced? could someone check theirs to see what theirs is? the numbers are 1 2 3 across the top and 4 5 6 across the bottom row. check the actual EGR. not the wiring going to it. unplug the wires then insert the meter in the holes

sorry i made a mistake. it should have been 1600 ohms. i just got volts in my head when i was typing volt meter
