Default acceleration problem, engine "stumbles"

95 EX-R sedan
150,000 km ( less than 100k miles)
F22B1 (VTEC) with no modifications
5-speed transmission

What I mean by stumbling: The car acts like I'm trying to accelerate from a near stop while in 5th gear. I give it plenty of gas but it just has no umph... it will accelerate very very slowly.

Periodically my engine stumbles at low rpm when attempting to accelerate. then, it always kicks back in once it hits 4000rpm. (sometimes I have to depreess the clutch halfway to cause slippage and allow the engine to rev to 4000+ rpm). Above 4000 it will accelerate normally but if I drop the rpm's back down it stumbles again. This only occurs when the car is in gear and trying to accelerate. If I put the car in neutral the engine revs freely, but putting it back in gear causes it to stumble once again. Changing gears does not fix the problem unless downshifting allows me to bring the rpms up. This will happen sporatically for no appearant reason. However, it seems to occur more frequently if I downshift alot in a short span of time. When it does happen, it will do it for a few minutes and then quit it. So very odd.

Potential problem areas ruled out:

spark plugs
fuel filter
air filter
EGR ports
PCV valve

any thoughts?

Adjust your timing on the distributor. Loosen the two bolts (12mm) on the top and turn it all the way towards the firewall. Then, start turning it back towards the front of the car til you here the car idling right. Take her out for a spin and see how she acts. If you see improvement then just advance your timing a little more.

I have this problem in all gears... sometimes it happens in first gear when I try to accelerate from a stop, sometimes it happens when I'm cruising around town in third or fourth, I try to accelerate and she bogs.

The timing belt was recently replaced by the dealer but I think I had the problem before that.

Wouldn't a timing problem affect the engine even in neutral or with the clutch pedal fully depressed? Cause if the engine bogs and I press in the clutch, the engine can be revved freely.

Have you tried taking a vacuum reading to see if you have a restricted exhaust system? If your cat gets plugged up it will be real low on power. I can't remeber exactly what your looking for the vacuum to be doing, but first off you should be between 17 and 22 i believe if your lower than 17 you may have a timing issue. Timing belts don't usually jump a tooth unless someone didn't install them correctly, but when they get worn out they do stretch and the timing advance gets all screwed up cuz there is too much slack in the belt. You should have your belt changed anyway if you haven't done it. To see if you have a clogged exhaust i think your looking for a continuous drop in vacuum if you hold the rpms up a little bit. If no problem there check fuel pressure.
