Throttle Body Spacer On '98 Accord?

I bought a throttle body spacer for a little HP gain and fuel economy. Did I waste my $$$?

Anyone know if these are a b*tch to install?

Because I took it to one place to get it installed and they couldnt do it! They said they didnt have the tool that they needed to do it.
