Fuel Pump Help
by relay, do you mean MAIN relay, or just the under hood relay to the fuel pump??
99% of the time, when the fuel pump doesnt kick on, on a honda, AND its summer, its main relay. to diagnose, turn key to on (but dont start) and listen for the fuel pump to click on the same time are the CEL clicks off. if you don't hear a click, then main relay is bad. try tapping (/kicking) the lower panel just above the fuse panel door on the driver side foot well (your left foot) and cranking and see if the car starts.

have you gone through the FSM or haynes? they usually have a troubleshoot diagnosis tree. if you don't have one, you can get it online here but I have never downloaded this one so I couldn't be 100% on the legality/quality.
The main relay switches the pump on & off, but the ECU tells the main relay what to do.
You can check for power back at the fuel pump wires. If there's power back there, then the pump is bad. But it's a new pump so I bet you'll find there's no power back there.
Probably I would start by checking power & ground at the main relay. I don't have a circuit drawing for 93 but that would be real good for you to have. What's your electrical troubleshooting experience/skills?
