by relay, do you mean MAIN relay, or just the under hood relay to the fuel pump??

99% of the time, when the fuel pump doesnt kick on, on a honda, AND its summer, its main relay. to diagnose, turn key to on (but dont start) and listen for the fuel pump to click on the same time are the CEL clicks off. if you don't hear a click, then main relay is bad. try tapping (/kicking) the lower panel just above the fuse panel door on the driver side foot well (your left foot) and cranking and see if the car starts.
