94 accord spark plugs seals
I have a 94 lx non v tech accord I changed all the seals to stop a leack everything is good now no more leack... But I noticed the spark plug wires have oil on the bottom my mechanic changed the seals supposely now he tells me there another set of seals inside the top that also have to be replaced is this true or did I get jerk.
The mechanic was referring to the rubber "O rings" located within the valve cover. You simply remove your valve cover, take a look inside and inspect the rubber "O rings". If they look flattened, or slightly recessed within their respective "seats", then it's time to replace them. I have taken them out in the pass, and wiped them off, and gently reseated them, and the oil seapage in the spark plug wells has stopped.
It only takes a few minute to remove your valve cover. It you haven't replaced your valve cover gasket within the last 30k miles, then go ahead and buy one, and replace that as well. The 4 rubber "O rings" are very inexpensive. After you replace them, then remove the spark plugs and reach in there with something to remove the oil sitting in the spark plug well. A little oil will seep down into the combustion chamber, but nothing to worry about. It's quickly burn off as soon as you start the car.

No, dougster, he's right. For many years/models there's another set of seals down lower in the spark plug tubes. You have to remove the rocker assemblies & camshaft bearing caps. It's a bigger job than just the valve cover. Make sure you know the tightening sequence & torques for all that stuff.
Yeah, the tube seals are easy to replace and should come with any valve cover gasket kit. The o-rings/gaskets that cause oil to get on the spark plug threads only (as well as into combustion chamber) would require what JimBlake outlined on a SOHC engine like the OP's. Easier on the DOHC engines of course. I can't say for sure, but I don't think it would get oil into the tubes and onto the plug boots if that was the problem.
If an engine has VTEC and the tubes rise out of the head, not part of the valve cover, I don't believe any of those engines have seals in that location - at least not that are considered serviceable. My engine is one of these, and I thought the oil on my plug threads must be those seals, but turns out, as far as I can tell, it was just caused by oil getting by the valve seals and, when I ran 5w30 synthetic, a good amount probably getting past the rings. It was so much fresh looking oil on the threads that I thought it had to be leaking seals, but now it's fine.

No, the oil will not do anything immediately. When enough oil builds up down there it'll short out your spark plugs. Maybe it'll produce arc tracks in the ends of your plug wires so they keep shorting after you wipe off the oil.
Maybe you can figure out how often to pull off the wires, clean them up & clean up the bottom of the spark plug tubes, so the oil never builds up enough to do any damage. Every 5 weeks? Every 3 days? Then you can just keep doing that until you get tired of it.
