12V Power Outlet problem

Wife noticed that phone quit charging and portable CD player wouldn't work on a day trip. Checked fuse and all checked out ok. Took car to 2 different dealers...1st claimed a blown fuse and replaced, but still didn't work. 2nd dealer today claimed no problem found. They put tester in outlet and it showed good. Both places stated that the devices/adapter I was using was probably faulty. Got home and used meter to check voltage (got 13+V coming out) Tried phone charger and it didn't work. Checked voltage with meter again to verify voltage and it was ok. When wife got home with my truck, I tried both phone adapters and they both work in my truck.
At this point, I'm clueless about what the problem is. Short of telling the little woman that she needs to make sure her phone is fully charged before leaving the house, what other things should I look for or should I just go ahead and bite the bullet and replace the power adapter (with no guarantees that will solve the problem)

See if there is any fuze built in the chargers. most likely it does but phone chargers are cheap they break easly. it doesnt sound like any electrical prob . if it stops putting out power i wouldnt take it to the shop because its only two to three wires connected to it u can connect it to any 12 volt power supply, but keep trying diff chargers.
