Default How to tighten steering wheel adjustment

My steering wheel slides up and down from the locked postion. How do I tighten the adjuster to prevent the steering wheel from moving. I pulled the two plastic shrouds that cover the steering wheel blinkers and ignition. What do I look for? What tool do I need? I couldn't find a DIY.

95 Accord EX, 2.2 4cyl, ABS, Auto

spray some GUNK penetrating oil inside the red part. also keep a towel below for the oil that will drain down.

I was skeptical of your advice, but I did exactly what you suggested and it worked perfect. I think I can do a pull-up on the steering wheel! Thanks, you are the man!!
