Default Can the Power steering or Alternator belt be tightend?

Do these belts fixed...or can they be tighten?

Yes, they can be tightened. Depending on your gen of accord and what component your adjusting, it's usually a bolt on a pully type system. Most intermediate DIYers can figure it out pretty easily. If you're a beginner, get a helms or haynes manual to figure out exactly where and how to do each component. Ultimately it's only a matter of loosening the appropriate bolt, adjusting the alternator, PS pump, etc., then tightening the bolt back up. Just make sure not to tighten it too much or it will wear out the bearings on the alternator or PS pump. If your belts have significant cracking or tearing, replace them instead of tightening them.
