You dont have to worry about the airbag in the seat. The accord doesnt have them so by law they dont need to work.

As for the state inspection it will not fail for an SRS light (at least in NY) you just have to notify the owner.

If you had the seats already or you can get them cheap and easy I would try it if I were you. I would even hook up the seat heaters.

If you have the side airbags (stock), there is a harness that runs under each one of the seats. (it's 4 or 6 pin). When you disconnect the harness and put your ignition into the "on" position, the SRS will detect a break in the line, then trip the red warning bulb.

It's a common mistake when people are running amps to the trunk. (unplug chairs, test power to amp without putting the chairs back)




If you didn't have them to begin with, You'd be fine, but I'd remove the bags before running power to the chairs.

I know its old but I'm in the process of doing this and I already have the driver seat in and working. Had to notch the hump mount to make it work but other than that it plugged right in, and bolted up. I have to run wires to my passenger side but that is easy. The back is what I'm worried about.

Update

Got the wires ran for the passenger seat and installed, same goes for the hump mount notched it to bolt up. The bottom of the back seat is in also. The top is all custom work, but I got this.
