DIY: Cleaning Inside of Headlight Lens
that's typically on the inside of the lens. When you have a seal break (somewhere along the silicone gel lining or a headlight gasket), moisture + air + heat + cold + heat + air + moisture + air = that.
You can seperate the lens from the housing via oven bake method. When you get the lens seperated, you'll need to use some rubbing compound and maybe a wet sand.
easiest, best looking method? just get new parts on eBay.

To open your lights you need a heatgun. Put it on the low setting and the adhesive will slowly loosen up. Gently pry it apart. I would guess its actually on the outside though. Use some 2000grit sandpaper, wet sand, then follow up with plastic polish. If it is on the inside, use the same technique (you may want to skip the sand paper if it's not bad.
