Default RPMs at idle

Today while I was driving I realized when I came to a stop that my rpm was jumping between 1k and 1.4k without applying any gas. It drove normally and when I got it home I messed with it some and after revving it a bit it stopped it temporarily. I was trying to find out if something was stuck open or something. This is for my 91 accord 5spd.
Thanks in advance.

also might be the EGR valve....a bad egr valve will cause a rough idle at stops and sometimes a "sluggish" feeling at low speeds but usually wont effect highway speeds
