Default Programing new remotes and cruise control?

Ok guys, just bought a 99 accord coupe the other day. Bought 2 remotes off of ebay and found the programing instructions for it. after the fourth time of pressing the lock button on the remote to finish the programing it says to push lock on any other remotes to register them all. The last remote that i push the button on is the one that will work. The first one will not. I have switched the remotes and done it with the other one last and its always the last one that ends up being programed
Second cruise control does not work. The light will come on, on the little cruise control button on the dash but when you push the button to set the speed, nothing. I have checked to fuse, its good. could it be in the actuator? I have also checked vacuum lines and electrical connections.
Any adivce on any of this would be great guys!!!!

Probably a dumb question, but does the speed sensor work properly? Mine went out on my '96 LX at about 124,000 miles. It caused the speedometer to behave erratically, and the cruise control didn't work.
