Well the lights will improve your vision at night and im sure the HID kit will be cheaper than the exhaust. I got my kit from our distributor for 250 bucks.
As for the muffler im nota big fan of them. If the noise is minimal Ill probably deal with it.
I have an AEM short intake on my 02 accord and honestly Im about to take it off cause I think its to loud. Everyone else doesnt agree with me but thats just how I am.

I know this sounds VERY stupid but, on my vw I put back my stock muffler because I hated the REMUS one I had. Also, my brother and I turbo'd it and I guess its better to put a aftermarket muffler but, I have 3in piping from my cat back so I guess im ok with this.
Also, I remember reading apost with someone that has an accord with the WS2 muffler and he got a ticket. He also lives in Va where cops are strick with this. Not sure how they are in ur hood.

as far as the age of the car when it comes to honda/acura cars I do not think that iit really matters because people are putting b18c's and k20's in 14-16 year old civics and integras . and i have a very clean accord here is a pic http://i38.photobucket.com/albums/e1...b/DSCF0062.jpg I seen cars the have oem hid's and I still get glare from them (bmw's lexus infinity's ect) and car's with plug n play hid's same thing there are a couple of cars i have seen on this site with plug and play hid kits and the cut off is not that bad but I am leaning toward the ws2 because i am a more "go" than "show" guy yeah i know it's an accord but it will complete my list of mod's i have

do both but just give one more proirity than the other.
but if you are doing hid's might as well go retrofit. the color mods and cutoffs on retros are so much better. w/ a lot of researching on hidplanet.com and for a little more money than what a hid kit cost you can have a retrofit done yourself.
