Default low compression on 2 cylinders

I just got a '90 honda accord LX from an auction that is not running. I tested the compression of the cylinders and got 120-50-130-60 when i do the tablespoon of oil in the cylinders that are low they jump about 10-20 psi. Could this be the piston rings? or the fact that they didnt jump to a normal level after adding oil indicate something else? I also noticed the timing belt has some damage where a small chunk is missing from one of the sides but it is still on and other then that missing chunk seems to be intact but maybe jumped or something, could the timing being off affect the compression of 2 cylinders?
