Default 94 accord wagon T/C lock-up

hello
purchased 94 LX accord wagon with automatic transmission. T/C is not locking up, at all, car drives perfect otherwise.
I've done a 4X drain, no change.
Went through the diagnostic tree in Honda service manual, and everything checks out fine. There are no codes.
I remember a Honda mechanic friend mentioning a long time ago that the A/T's on the 94-97 Accords, 95/98 Odyssey's were prone to this problem and the tech's were advised to just keep draining/driving until lock up operation would resume as per spec. With Honda atf Z1, this is starting to get a little expensive. I would continue with the drain's if I thought it was helping, but nothing has changed.
Has anyone experienced anything like this and what did you do to resolve the issue.

As i have rebuilt these transmissions 90-98 4cyl and varios Honda V6 makes, most of these the factory filter is crap, its a cottom, material thing that restrics flow when the transmission warms up, draining and flushing may cure, as for the time if you want to drain and flush use, some good brand of transmission fluid (DEX /MEC 3) if you want to go about it this way to resolve it.The reverse and OD/Lockup are not clutch sets like the 1st-4th gear. There is a shift fork similar to one in a manual transmission that moves the hellical gear inward for reverse and outward when the car is engaged in 4th to ingage the over drive. Have you checked to see if the lock up solenoid is working? This could be the cause

lock up solenoid has passed all the tests the factory service manual prescribes.

Some 94 models like 90-93 LX have a detent cable"passing gear" cable. It is a cable that runs from the transmission to the throtlle body, if so check the tension, if the cable has a little bit of tension , than it may be keeping the lock up from engaging. Lockup is very subtle but onlee drops the rpm by about 400 RPM

we have t/c lockup. the thermostat was the culprit.
however, I feel that, compared to the sedan, it seems to be too eager to unlock. on the sedan, you need at least 1/4 throttle or a substantial grade to get out of lockup, with the wagon, you just touch the throttle, and whamo, +500RPM.
I guess I'm not finished yet. oh well.

it was the throttle cable.
