Probably warped rotors and/or they need to be turned bad. If they are that badly grooved and you find they are not warped, then you probably just need new rotors. Once they get severely grooved, turning them willl not help.

Look to see if your pads have delaminated from their backs as well. This can cause more than usually oscillation. However, I'd probably say it's your rotors at this point.

I took my rotors to Midas to install them, saved about $150 over what the dealer wanted to charge me. I also got to interview the mechanic that worked on my car and watch him too. Charged 320, resurfaced my rotors (even though they were new, they had a plating on them), removed all my existing pads and rotors, flushed brake lines, installed SS brake lines and new rotors and pads. I am using Magnum cross drilled rotors and AEM brake pads. I think I should have went with OEM pads since I kept the OEM calipers. And cross drilled rotors tend to warp and crack if they are cheap, plus they give off a hissing sound when the brake is applied. Mine are fine so far, about 4 months. My pads are a little sticky, have to grease them. I would go with a quality Brembo cross drilled or regular disc or OEM if you can find a good price. I got my stuff on Ebay....and JDM means Japanese Domestic Market but it is badly abused on Ebay.

Unless you either NEED it or you're going to put the money in to go all out with the nice stuff (which probably means you actually NEED it), OEM is really the best way to go with Hondas. Their stuff is already set up so tight to start with.
