Default 1996 Accord EX AC problem

The AC on my car doesn't work. When I press the AC button nothing happens while in the past I could hear the fan or compressor start.I checked all the fuses and all of them seem ok.
Another thing that may be related is that I don't see the two fans by the radiator working.I left the car running for like 30min and none of them started but when I shut off the car and a few minutes later, one of them started working.
Any suggestions?

Is the relay under the hood in the fuse box? If so, is it the cooling fan relay? Thanks for the reply

Thank you for the pictures. How can I check if the problem is one of the relays? Also, when you had the same problem which relays had the problems?
From what I saw there is the AC Compressor relay, the condenser fan relay and then the relay in the fuse box.
Sorry for all the questions,I just want to make sure before I order them and I want to do it soon because it's really hot these days.

I drove the car and when I parked with the car still on,I noticed that both fans were running.Does that eliminate any of the relays as the issue or not?
Thanks again.

I dont remember exactly which relay went bad, if u have the tool make sure u check the a/c compressor relay and radiator fan relay.

CONDENSER FAN RELAY TEST
There should be continuity between the A and C terminals when power and ground are connected to the B and D terminals, and there should be no continuity when power is disconnected.

COMPRESSOR CLUTCH RELAY TEST
There should be continuity between the A and C terminals when power and ground are connected to the B and D terminals, and there should be no continuity when power is disconnected.
