Is there anyway to change the fuel pump on a 91 Accord without having to remove the fuel tank?

No. Here are the instructions for the 90-93 Accord:

1) Relieve the fuel pressure.
A) Disconnect the negative battery cable.
B) Remove the fuel tank filler cap.
C) Use a box end wrench on the 6mm service bolt at the top of the fuel rail, while holding the special banjo bolt with another wrench.

Fuel Rail

Place a rag or shop towel over the 6mm service bolt and SLOWLY loosen the 6mm service bolt one complete turn.

2)Remove the fuel tank.

Service spec for the tank is only a half an hour so it shouldn't be bad.
