Default I Can't Beleive NoOne Knows How To Fix My Shift LockOut Problem On A 1992 Accord Wago

I bought this car for my daughter to go to college. It seems the D4 light flashes and the car is in LockOut. Thier is a slot to put the key in and correct this at the A/T shift assembly. The problem being is that it seems not to work. I have to go from Park to L1 and back as much as 30 odd times while holding the key depressing the lever for the Lock Solenoid. I reciently took the floor console off and cleaned the nutral switch and the problem dissapeard for the moment. I noticed if i unplug the shift lockout solenoid i create the problem. What is going on? Do i jump the Shift LockOut solenoid???
