91 Accord - removed and re-installed Balance shaft Belt - Won't start
I was going to replace timing belt and Balance shaft belt - After opening up the covers to remove belts, it was determined that belts were already replaced by my brother (previous owner) and did not require replacement - We did take off the balance shaft belt to inspect - Engine was at TDC and first lined up timing marks on the pulley on the left looking at the engine, we did not align the key way on the center pulley located on crankshaft and could not find any timimg marks on the right pulley - It wasn't until we started to install the crank pulley that the key ways were not lined up - rotated crank until the key ways aligned and intalled key and crank pulley - ENGINE DOESN'T EVEN FIRE NOW - Will Not START
So the timing belt was never removed? Dumb question but did you hook up the coil wire after you put the valve cover back on? (if its an external coil)
The balancer being out of time with the t/belt won't cause anything more than a shake in the engine. Won't effect running.

there is a crank position sensor underneath the timing cover (lower cover). If you unplugged it for some reason, and forgot to plug it back in (the connector is not under the cover), the engine will not start, because it won't see the signal from the crank sensor.
