Default 98 accord EGR-check engine light

What can you tell me about EGR valves and the check engine light on a 98 Accord?
The code reads insufficient flow.

Where is the EGR located?
I heard that something can be drilled, is that true?
Cheap place to get an EGR if I have to get one?

Probably carbon build up restricting flow.

It's on one side of the intake manifold, I'm not sure which for the 98. It looks like this on 3rd gens:

It's usually not the valve that goes bad, but the EGR ports that get clogged. I think on the 98 you can just unbolt a cover to access the ports, but I have only done it on my 92 where I had to drill and pull the port plugs out, then clean out the ports.

How many miles on it? if its less than 8-80k then u can get the tSB done. They have to take off the intake mani off and enlarge the EGR hole on it and put a new EGR on.
