Default 94 Accord: How does one fit a wrench on the crank pulley?

I am trying to find TDC. Problem is, there doesn't seem to be enough room to fit a wrench on the crank pulley. Do you go in through the wheel well? I tried bumping the starter motor, but couldn't line up the crankshaft with enough precision.

Also, on TDC with the #1 cylinder, will the white mark on the crank pulley line up with the little "V" pointer right above the pulley? Or is it the red mark? Or the three little marks?

Turn the wheel to the left and in the wheel well you will see there is like a star patern cut in the splash shield. Thats were you stick the 19mm socked for the crank
