I have a 97 honda accord and it makes that "buzzing sound" on the rear passenger side everytime I lock it. I already ask around and it would cost me $100 for parts and labor. But mine still functions properly though so I always start my car with my door open so I won't have to hear that annoying sound .

If you have determined that the actuator is faulty just replace it. It is a 1hr DIY project. If you have small hands it is even easier. The part is about $80.00 check Auto Zone.
