Default 99 accord anti theft problem

I bought a 99 accord coupe lx 5spd f23a. I have been driving it for about two months. I went to start it up sunday afternoon and all of the sudden it doesnt want to start(it turns over fine but doesnt start up). So i mess with it for a little while and then i notice that the little green key light on my dash is flashing(it doesnt ever stop not it just keeps flashing) So i call honda and they said that some how the chip in my key and the computer are not communcating correctly. That i need to bring it in and for $60 an hour they would diagnose it and fix it and that it usually takes about 2 hours. Im thinking that they are jackin me around and just going to reprogram a new key and charge me 120 dollars to do it.( a new key from honda is 29.00 programed and everthing)

My question is it possible to bypass the anti theft system all together like with a reprogramed ecu, Or should i call Pop-a-lock to come make me a new key and reprogram it for 50 bucks?

If you do a search on here I think someone has posted how to reset the/ reprogram the key. Else you could try buying a new key blank on ebay...get it cut and program it yourself.
