Default Can car move with parking brake up?

Is the 03 Accord supposed to be able to move if put in drive even if the parking brake is pulled all the way up? I brought the car to the dealer for this issue, and though the parking brake feels a lot tighter to pull up, the car can still roll forward. Is this normal?

Thanks!

The car shouldnt be able to move if the parking brake is all the way up, and the car is in drive. If you floor the gas it will overpower it, but the brake should hold the car if you just put it in drive. Show the service manager, and have them tighten it up.

if its up all the way, it will just drag the back tires.

happened when my friend did a burnout.

yea thats the whole reason for having a parking brake to stop the car from rolling, I would bring it back to them and have them fix it until it actually works
