RPM's can change with intake during driving or shifting, not while idling.

ok, heres the formula and why you are all wrong
RPM x Tranny x π x tire diameter= speed
there you are, and no, a CAI wont let your car do less rpm's and go the same speed, tho it may get there more effciently....
