Default Question about ECU fuse

Hi all,
I know it is a stupid question, but, I just found out that the ECU fuse was blown on my '89 Accord LXi.
I have been told that the car will not run if you take the ECU fuse out, but that fuse was blown, and the car ran, just wondering why, thanks in advance for replies.

ECU fuse holds the memory of the A/F ratios and stuff if I recall; kinda like the 12v+ constant on the wire harness for car stereos. The car will run without the fuse but it'll have to reset itself everytime you start the car and this also might affect your mileage per gallon. I'd highly recommend replacing that fuse man

Could a blown ECU fuse cause the car to fail emissions?
