I would suggest to check the fuel pressure regulator first since it sounds like the fuel pressure isn't adequate. After that, check the electronic air control valve (EACV). I had a similar cold start problem with the RPMs fluctuating. I adjusted just the fuel pressure and changed he EACV and it started right away.
