Swapping an Si engine into a Teg for 30 more hp is good but not if you're going to lose about 20 lbs of torque. An Si swap into a Teg is perhaps the dumbest idea ever IMO. Keep that shit in a Civic. Get a GSR swap and you'll be owning Si's all day long. 
without starting an arguement, yes the 1.8 liter will have more torque than a 1.6 liter. check them both out and decide what u want. top end power is held back by the heavier weight of a teg, which would prefer more torque for its heavier weight.
