I just replaced both sensors on my g/f's 93 accord and all that was wrong was the t-stat was intermittantly stuck closed. It had the same systoms as a bad sensor though, no fan operation. if the t-stat stays closed the sensor behind the t stat never sees the hotter coolant and never tells the fan to come on. make sure the t stat is working right, its only like 15 dollars compared to 30-40 dollar sensors. The relays for both fans should be on the driver's side attached to the condensor fan shroud.

The fan relay for the 5th gen civic is in the fuse box under the hood.

I agree that it could be the thermastat. Hondatech is exactly right.
