the lights from a 99 wont fit on a 97. You have to get the bumper, fenders and hood from a 99 in order for the lights to work on your 97.

get the "jdm style" dot approved lights u saw. either that or the one piece dual halo projectors. the jdm stanleys r very illegal and u will get massive tickets with them. its a big hassle. dont do it. and it takes a illegal size bulb h4h.

I live in a small town. The biggest threat the police have here is the illegal mods on cars. Though they are ignorant as far as I know. I'll go ask the local police what they deem legal (i.e. what they will let me get away with).
