Still Not Starting

So with my car having a 'charging system' problem, my Dad said he'd take a look at it. I said ok and let him while I went about other business. He said he checked the fuses and pulled the ECU fuse for a bit to clear it, according to the shop manual.
So I came out and was asked to start it. Crank it and the car cranks fine like it always has but it will not start. Battery light is gone and replaced by the CEL.
Monday my friend and I check the voltage on the battery and dis. But neither of us can get at the alt. (why are these things so hard to get at in Hondas?) They both checked out ok.
Today I decided to 'jump' the ECU and check the codes, with oc_civic telling me how I went out and did it. Turned the key to run and not a damn thing. The CEL just stayed on, no blinks, not a damn thing.
Someone please help me. I need my car to get around as much as I hate it some times I still enjoy something that handles nicely.

well, you jumped it wrong, however you did it. The light does not stay on. do that right, and get back to us.
Can another car jump you? If you can get it started at all, I would take it to an auto parts store (advanced auto, etc) and have them test the battery, and the alternator.

Well I found the small grey plug under the dash, has a green cover on it. Popped it out and used a paper clip to jump it. Nothing happened. I tried a piece of wire and still nothing. I have no clue what to do.
I have no spare car around right now to try and jump my car.

I think there is a mis-communication about jumps here. GR Racer is talking about jumping the computer to get codes, and ManInCamo is talking about jump starting.
When you turn your key to the all on position(ie turning on the CEL getting ready to start) is your fuel pump making noise? Check that first. Next, do you have spark? You can check it by pulling a plug or using a spare, and hooking up the wire and cranking the engine while a friend watches to see if you are getting spark.
Thought, when your dad pulled the fuses, they all went back right? Maybe one is not pushed in all the way or somehow blew when being put back in. Try checking the ECM fuse to make sure it's good and that it's firmly pressed into the fuse socket. Also, check all the other fuses to make sure one was not misplaced.
Just some thoughts. Hope this helps.

checked all the fuses myself already. All are fine. The CEL comes on when you first turn the key, till all that beeping stops and then it goes out, normally. Right now it doesn't go off no matter how long you wait.
As for the fuel pump I've never heard it make a signal noise since I had the car even without a rear seat.
A little later I'm going to listen for the full pump, check all 4 plugs for spark and check the fuel pump relay.

to check the CEL, make sure u have the paper clip in the plug pretty well. the cel should go off and blink the sequence of flashes every few sec. if the cel stays on, then you aren't "jumping" the plug correctly

its not that easy to do my civic. i have use a paper clip and hold it in there with my hand.
