Default Question about aftermarket cams and valve clearances

When adjusting your valve clearances, what determines the specs you adjust them to?

Is it the camshaft you're using, or the valvetrain(valve springs/retainers) you're using?

Example, I want to install a JG Engine Dynamics camshaft into my car while using the stock valvesprings/retainers because I'm not going to rev over the stock rev limit. Should I adjust the valves to the stock specs (or on the tighter side of stock) or are their specs that the manufacturer supplies?

Depends on the company, but even at stock rev limit I would replace the valvesprings.
